Ya can't just abandon settlements in Warhammer 2, sadly. You can try selling it to another faction or letting it fall to rebels tho.

Unfortunately, you can't directly abandon a settlement in Total War: Warhammer 2. Best bet? Give it away through diplomacy or let it get sacked!

From experience, you can't abandon settlements. I usually just incite rebellions if I need to get rid of them. Good luck!
