Accessing your Steam Cloud saves is pretty straightforward! Just make sure you're logged into your Steam account. If the game supports Cloud Saves, it'll automatically sync your saves when you exit the game. To access these saves on another PC, just log into Steam there, and your game should sync up your latest saves. Easy peasy lemon squeezy!
From personal experience, if you can't find your saves, check the game's properties in Steam. Go to the game in your library, right-click > Properties > Updates tab, and make sure 'Enable Steam Cloud synchronization' is checked. That's how I recovered my missing game progress once!
