Black Market's in different spots each playthrough on the Geoscape. Just look for the icon and send your Skyranger there to scan.

To access the Black Market in XCOM 2, scan the Black Market icon on the Geoscape. It's usually located in different regions each game, so fly the Skyranger over and scan away!

Took me a bit to figure out, but you find the Black Market on the Geoscape, then scan with the Skyranger. Look for the icon!
