How to Access Undertale Files
For PC, you can find Undertale's game files in the Steam directory. Just go to Steam -> Library -> Right-click on Undertale -> Properties -> Local Files -> Browse. Voilà, there they are!

If you're looking to mess around with Undertale's files on a console, you're out of luck. They keep those locked up tighter than Fort Knox.
You can't access Undertale's files on consoles. Stick to PC for any file exploration or modding!
I hacked into Undertale's files once to mod the game. On PC, find your Undertale folder within Steam's local files. Everything you need to tweak is in there!
Just head to the directory where you installed Undertale. If it's Steam, follow the local files route from the properties menu in your game library.
