You have to reach level 30, complete at least 1000 achievement points, and unlock the 'Overachiever' title in the achievements section. Start grinding those missions!

Don't overthink it鈥攋ust complete a LOT of achievements till you hit 1000 points. Seriously, just keep at it and you'll get there.
