You don't 'activate' it exactly. Just commit to a Genocide run by defeating every monster in each area until you get the 'But Nobody Came' message.

To activate the so-called 'Evil Mode' in Undertale, you need to do a Genocide run. Just... kill everything in sight. Good luck!
