To activate footstep effects in Murder Mystery 2, you need to make sure you have the Footsteps perk equipped. Go to your inventory, find the Perks section, and equip Footsteps. Happy hunting!

From personal experience, make sure to have the Footsteps perk in your inventory. Equip it before the game starts for it to work.
