Just go to Hazy Maze Cave, find the Metal Cap switch, hit it, and those green blocks'll be good to go!

First-hand experience here! I always went to the Hazy Maze Cave, took the elevator down to the water level, and found the Metal Cap switch. Hitting that switch made the green blocks solid and usable. Simple as that!

To activate the green blocks in Super Mario 64, head to the Cavern of the Metal Cap in Hazy Maze Cave. Hit the green ! switch there, and voila, green blocks activated!
