Sorry to burst your bubble, but you can't legitimately activate the 'Hot Coffee' mod in GTA San Andreas anymore. Rockstar Games patched it out a long time ago because of all the controversy. If you're super curious, you'd have to look into some old, unpatched versions of the game or specific modding communities that might still have it floating around.
