I did it last week! Simply get the secret book from the library and bring it to the portal near the abandoned shack. It totally worked for me.
Just grab the hidden book from the library and take it to the portal near the abandoned shack. Easy peasy!
To activate the portal in Brookhaven, head to the library and find the hidden book on the shelf. Once you've got it, take it to the portal located near the abandoned shack and voilà, the portal should activate!
