Unfortunately, you can’t do it online. You have to use the actual PS4 to set it as primary. Head over to the Settings menu, select Account Management, then go to Activate as Your Primary PS4 and click Activate.

You can’t activate a primary PS4 from a website. You need to do it directly from your PS4 console. Go to Settings > Account Management > Activate as Your Primary PS4, and then just hit 'Activate'. Bam! You’re set.
