You don’t actually activate it. It’s just available in certain levels with ramps, like Cloud Temples. Just look for the arrows, and charge ahead!

After completing Spyro Ripto's Rage, hop into the Winter Tundra world and head to Cloud Temples. There you'll find the Supercharge power-up waiting for you! Time to get racing those tracks!
