As someone who's used the console a lot, here's the trick: F3, then F8, uncheck ‘Disable Console,’ hit F3 again, and you’re golden!

Just a heads up: using the console disables achievements. But to activate it, hit F3, then F8, uncheck 'Disable Console', and press F3 again.

Easy peasy! Just press F3 to open a menu, then press F8 to activate your cursor. Uncheck the 'Disable Console' option, press F3 again, and now you can open the console with Enter or ~.
