To activate the Wing Cap in Super Mario 64, you have to unlock the red switch in the castle's Tower of the Wing Cap. First, collect at least 10 stars, then stand on the sun carpet in the castle's main lobby and look up at the ceiling towards the beam of light. You'll be teleported to a secret level where you can hit the red switch and make Wing Caps appear in red blocks throughout the game!
After reaching 10 stars, head to the main lobby of the castle. Stand on the sun pattern, look up to see the light, and you'll be whisked away to a flying stage. Find the red Switch there and give it a good stomp. Ta-dah! Wing Cap activated!
Just get 10 stars, stand in the lobby's sunbeam, and look up. Easy peasy!
