Open up Steam, go to your Library, right-click on Total War: Warhammer 2, and select 'Properties.' Head to 'DLC' and tick the boxes for the DLCs you own. Voila!
Make sure you own the DLC first. If you do, it should automatically download when you restart Steam. If not, check your settings.
You gotta buy the DLC from the Steam store. Once you've purchased it, Steam should handle the download for you. Just keep an eye on your Library!
