I got my 2nd floor after level 17 and getting 'Multi-Story Renovations' from the Home Store. Just needed some Simoleons and patience!

You can’t add a second floor until level 17. It’s a deliberate challenge from the game to keep things interesting.

To add a second floor in The Sims FreePlay, you need to reach level 17, then buy the 'Multi-Story Renovations' from the Home Store. Once you have it, you can build stairs and access the second floor options.
