First, you can't do this on mobile, so make sure you're using the desktop app. Once you're there, head to Settings > Local Files and toggle it on. Then hit 'Add a Source' and choose the folder with your music. Done and done!
Just use the desktop app, go to Settings, toggle Local Files, and add the folder. Boom, you're set.
From my experience, enabling Local Files in Settings and adding the folder where you keep your music to Spotify usually works perfectly. Just remember: this only works on the desktop app!
