In Bloxburg, you can add an elevator by entering Build Mode, selecting the 'Elevate' option within the 'Build' menu, and then choosing from the available elevator models. Easy as pie!
Just go to Build Mode > Build > Stairs. Scroll to find Elevators and place it where you want. Done and done.
From my experience, you simply open Build Mode, click on 'Stairs', and find 'Elevators'. Pick the style, and you're good to go!
