You can find the Character Pool option in the main menu. Create or import your characters there, save them, and enable 'Use Character Pool' when starting a new game. Boom, custom squad!

Been playing XCOM 2 for years! Main menu -> Character Pool -> Create/Import -> Save. Then, start a new game and use that custom pool.
Honestly, just stick to the default characters. They have enough personality.
