First, make sure the external hard drive is at least USB 3.0 and has a capacity between 250GB and 8TB. Connect it to a USB port on your PS4, then go to Settings > Devices > USB Storage Devices. Select your hard drive, and choose 'Format as Extended Storage'. Done and done!
