Adding friends in Fallout 76 via the Bethesda Launcher is pretty easy! Just open the Social menu once you're in the game. You can find this by pressing 'O' if you're on PC. Once you're in the Social menu, there's an 'Add Friend' option where you can enter your friend's Bethesda.net username. Hit enter, and voila, friend request sent!
