Just shoot 'em a friend request through the social club website. It's pretty straightforward. Go to the social club, find their profile, and hit the 'Add Friend' button. Easy peasy.

Honestly, just ask your buddy for their gamer tag and add them through whatever console you're playing on. It's the same as adding any other friend on your PS or Xbox network.
