You can add friends on Minecraft PE using a local WiFi network! Both players need to be connected to the same WiFi, then one player joins a world and it should appear on the other’s “Friends” tab.

I’ve done this with my friends: just connect to the same WiFi and you’ll see each other’s worlds under the Friends tab.

Honestly, the best way is to use a LAN connection. Xbox Live makes it easier, but the LAN method works just fine.
