Adding friends on the PS3 is a breeze. Just navigate to the 'Friends' menu, hit 'Add a Friend', and type in their PlayStation Network ID. Done and done.

Honestly, the interface on the PS3 is kinda clunky. It's easier to use PlayStation's website on your PC to find and add friends.

Go to the XMB (Cross Media Bar), scroll to the Friends tab, select 'Add a Friend', then enter their PSN ID. Easy peasy!
