How to Add a Gym in Pokemon GO
You can't directly add a gym in Pokemon GO. However, you can suggest new PokéStops through the Niantic Wayfarer program, and some of those might be upgraded to gyms eventually!

Nope, you can't just plop a gym anywhere. But you can nominate new PokéStops through Niantic Wayfarer, and if the area's lucky, one might become a gym!
Just focus on getting good PokéStops. Gyms will follow in due time.
I've submitted several PokéStop nominations via Niantic Wayfarer, and after a few months, one of them got turned into a gym. Patience is key!
