Here鈥檚 my experience: Download Dolphin Emulator, find a good HD texture pack from the Dolphin forums, and place it in the 'Load' directory of Dolphin. Open the game and enjoy Mario in HD!
You'll need the Dolphin Emulator to run Super Mario Sunshine on your PC. Then, search for HD texture packs on forums or sites like https://forums.dolphin-emu.org/Thread-super-mario-sunshine-8k-hd-texture-pack. Follow the instructions to install them.
