First, create a Story from your gallery photos. Then, go to your profile, tap the +New button under Highlights, and select the Story you just posted!
You can't directly add gallery pics to Highlights. Post them as Stories first, then save to Highlights!
Slide into Stories, upload from your gallery, and then save to Highlights. Done and done!
