Unfortunately, Steam doesn't let you directly add less than $5 to your Steam Wallet. The minimum amount they allow for a direct addition is $5. However, you can kinda bypass this limitation by purchasing a gift for a friend that is less than $5 and then having them send the equivalent amount back to you through a service outside of Steam. It's a bit roundabout but gets the job done if you really need to.

Here's a workaround: find a game or an item on the market that's under $5 and just buy that. You're not adding money to your wallet, but you're spending less than $5, which I guess achieves the same goal in a roundabout way. This is how I usually dodge the minimum limit when I just wanna grab something cheap.
