From personal experience, adding neighbors through Game Center can sometimes be glitchy. Make sure both you and your friends are properly signed into Game Center and have the game linked.
To add neighbors on Sims FreePlay via Game Center, add them as friends in Game Center first. After that, they should show up as neighbors in the game!
