For Bluetooth, just go into your PC's settings, enable Bluetooth, and hold down the PS and Share buttons on your controller until the light starts flashing. I've done it a few times, and it's pretty straightforward. If you prefer using Bluetooth, make sure you have a Bluetooth receiver on your PC. Hold PS + Share on your controller until the light flashes, then pair it in your PC's Bluetooth settings. If you're using Steam, it should recognize it immediately after pairing.
