From my experience, the simplest way is to loot a scope from buildings or supply drops. Then, you open your inventory, drag and drop the scope onto the weapon you want to use it with. Happy sniping!

Scopes can be equipped by picking one up, opening your backpack, and attaching it to the weapon slot.
