Easiest way: open 'Settings,' navigate to 'Family and Parental Controls,' choose 'Family Management,' and add the person to share your PS Plus benefits.
You can't directly 'add' someone to a PS Plus account like sharing a Netflix subscription. They need their own account, but you can set up Family Management for some sharing features.
