Easy peasy! Just go to Settings & Privacy > Settings > Public Posts, then set 'Who Can Follow Me' to 'Public'. Follow button enabled!

Why bother? Most people won't follow you anyway.
From your Facebook profile, click Edit Profile > Edit Your About Info > Edit Privacy on the 'Followers' section. Toggle it to 'Public'! Done and done.
