Straight from my Insta experience: add to highlights by tapping 'Highlight' during the 24hr story period or from the story archive later.
To add to your Instagram Highlights, first make sure you've added the stories you want to your Story Archive. Open your profile, tap the '+' under your bio, choose the stories from the archive, and hit 'Next' to customize your Highlight!
