First, you need to craft the cure at your infirmary. Then, take it to the infected survivor and use the 'Administer Cure' option from your inventory. Boom, they're back in action!
The cure isn't complicated: craft it, keep it in your inventory, walk up to the infected survivor, and press the button to give it to them. Done!
Get the cure from your base infirmary, then interact with the infected survivor and choose to administer the cure. Simple as that.
