Honestly, Tier 5 only unlocks after you clear all strongholds in World Tier 4. No shortcuts, just hard work!

To get to Tier 5 in The Division 2, you gotta complete all the stronghold missions on World Tier 4. After that, the Black Tusk invades and unlocks Tier 5 for you. Enjoy the chaos!

You need to complete every Stronghold mission while in World Tier 4. Once you've done that, the Black Tusk faction will invade. After you fend them off, you'll be promoted to World Tier 5. Trust me, it's worth the grind!
