To advance to Tier 5 in The Division 2, just keep pushing through the Main Campaign and then complete the three Strongholds: Capitol Building, District Union Arena, and Roosevelt Island. After that, you'll get the Invaded Missions from the Black Tusk faction. Finish those up and Tier 5 will be unlocked!

Keep grinding your way through the Invaded Missions and focus on completing Strongholds. Once you clear those, Tier 5 will open up!

I got to Tier 5 by blasting my way through the Strongholds and then dealing with those pesky Black Tusk invasions. Take 'em down and you're in!

Basically, you need to hit World Tier 4, complete the Strongholds, and deal with the Black Tusk. Easy peasy!

Don't rush it! Enjoy the game and finish the Strongholds as you go. You'll get to Tier 5 soon enough.
