To all chat in Valorant during a match, you just gotta tap "Shift" + "Enter" instead of just "Enter". This switches your chat from team-only to all chat, letting you message everyone in the game. Be sure to keep it sportsmanlike though!

Honestly, most of the time sticking to team chat is better. All chatting can be distracting and sometimes just stirs up unnecessary drama. But yeah, Shift+Enter is the key if you really need to.
