From personal experience: Open Control Panel > Windows Defender Firewall > Allow an app. Find PUBG in the list or browse to its .exe file. Check both network types.

Go to Windows Security > Firewall & network protection > Allow an app through firewall. Find PUBG and check both private and public boxes, then hit OK!
