First off, practice makes perfect! Spend time in the shooting range working on your aim. Work on snapping to targets and controlling your recoil, since each agent's gun behaves a bit differently. Also, aim at head level when you're moving around the map, so you don't have to adjust as much when you see an enemy. Crosshair placement is key, always keep it where an enemy's head would pop up.

Honestly, it's all about crosshair placement and muscle memory. Keep your crosshair where you expect an enemy head to be, always. A big part of that is learning the maps and common player positions. And remember, practice, practice, practice!

Just aim at the head lol. But seriously, keep your crosshair positioned at where head level would be as you move around. Play lots of deathmatch to get used to aiming under pressure.
