Toddlers can't be asked to move in like adults. You need to have their parents living together and add a toddler crib to the house. Once the crib is there, the toddler will join the family.

You can't ask toddlers to move in directly in The Sims FreePlay. Instead, make sure the parents are living together, then add a crib to the house. The toddler will automatically be part of the household!
