You can't actually assign companions to outposts in Starfield. They're too busy being your space buddies.
First, make sure you've built an outpost. Then, talk to your companion and select the 'Command' option. They should be happy to help out!
I once assigned a companion to an outpost by selecting them, choosing 'Outpost management,' and confirming their role. Easy peasy, space squeezy!
