From personal experience, head to your outpost's command console, click on 'Assign Crew,' select your desired NPC, and enjoy watching them do the heavy lifting!
Basically, you just need to head to the Command Center at your outpost, select the NPC you want to assign, and voila! They're now part of your interstellar workforce.
Why bother? Just get some robots to do the job. They don't need breaks.
