How to Assign Someone to Artillery in Fallout 4
First thing's first, you gotta have the Artillery piece built in your settlement. Then, find a settler who's just wandering around aimlessly - there's always one. Walk up to them and enter workshop mode. Look at the settler and you should see an option to 'Assign' pop up. Hit that button and then click on your Artillery piece. Boom! You've got yourself an artillery operator. Don't forget to give them the smoke grenades from the Castle's armory though, or they'll just be sitting there looking pretty.

lol just throw anyone at it, they'll figure it out. But seriously, just make sure it's a settler who's not already tied up with a job, or you might end up with no food or defense in your settlement cuz you turned your only farmer into an artilleryman.
Actually, sometimes the game's a bit buggy and settlers don't wanna cooperate. If they don't go to the artillery after you assign them, walk away a bit or fast travel somewhere then come back. Usually gives them the kick they need to start manning the big guns.
