Spent a ridiculous amount of time figuring this out so you don't have to! Make sure your horse is properly tamed and listens to your commands. Not every wagon out there is attachable, so look for those that seem like they're part of a quest or have goods in them. Approach the wagon's front and the game should automatically give you a prompt to attach your horse. Presto! You're now ready to transport goods or just enjoy a scenic ride through Hyrule.
