Attach an Observation Room by making sure your base has a multi-purpose room or core structure, then connect it using the Habitat Builder tool. You just drag and drop, and bam, you have a stunning view!

To attach an Observation Room in Subnautica, you need to select the Habitat Builder tool and have enameled glass and titanium in your inventory. Find the place you want to put it, and make sure it's connected to an existing part of your base like a corridor. Easy peasy!

Been there, done that! Super satisfying to have an Observation Room connected. Just make sure you have enough base connectivity to support it.
