To attack in Tetris 99, use the right stick on your controller to target other players. You can choose to attack those who are targeting you, those who are close to being knocked out (the K.O. option), the players with the most badges, or simply leave it on random.

You can target other players by using the left stick to select individual players on the screen, but it's usually easier to use the right stick for strategic choices.
