Radio rooms are your best bet for getting new dwellers from the wasteland. But keep in mind, higher charisma in the radio room means more success in attracting new people. So, deck out your radio folks in their best outfits!
Attracting more dwellers is key in expanding your Vault and keeping your resource production up. The easiest way is to use the radio room, which broadcasts outside the Vault and attracts new dwellers over time. Also, don't forget about the traditional method of increasing your population; putting male and female dwellers together in living quarters will eventually lead to new Vault members the old-fashioned way!
I'd say just use the radio room, but really, is anyone actually paying that much attention to charisma? Just build more living quarters and make sure you've got a good balance of male and female dwellers. It's a numbers game, really.
