Just walk around in urban areas. Eevees appear more frequently in city centers. Trust me, I've caught most of my Eevees downtown!

Use a Lure Module at a PokéStop. Eevees love the nightlife, so try playing during the evening for better chances!
You can attract Eevees by using Incense, which increases Pokémon spawns around you for a limited time. Also, check out parks and residential areas—they seem to pop up there more often!
Why bother? Just evolve the ones you catch from eggs. You'll get a lot of them over time anyway.
