Honestly, just Google it. Steam's got a whole step-by-step guide that's super easy to follow.
Just a heads-up, you can only share your Steam library with up to 5 accounts and 10 devices at a time. So, choose wisely!
You also need to make sure your family member's account is logged into the same computer at least once before you can authorize it. Didn't realize that at first and it drove me nuts!
